This device is built on the basis of a folding Jiffy Six-16 II of the brandrecognizable by its very characteristics struts. This is a restricted-use device as its only possible use is the photography of 16 mm film views in order to then get photo-size prints only through an enlarger.
We thus find a principle similar to that of the "Cinépreuve" made by Goldstein.
To use it, you need to insert the film perpendicularly under the circular flap. The lighting is only provided by the daylight coming through a ground glass. It is necessary to move the film manually, shot after shot. There is no way to manage exposure, then...good luck
It comes here with its original box and seems to never have been used, which is not too surprising given the specificity of this unit.
